The short answer
An attic hatch is a small opening with a large air-sealing effect. The goal is a continuous, compressible seal around a removable lid, plus enough insulation to limit heat flow. A permanently glued panel or a heavy stack that cannot be moved safely may reduce access and create a different problem.
Inspect the boundary

Check the hatch after a cold or windy day for movement, dust lines, or condensation. Do not enter an attic just to inspect the back of the panel if access is unsafe or the material is suspect. Keep the opening available for emergency and service access.
Limits
This guide does not select an insulation thickness or approve a hatch over electrical equipment. Suspect contamination, unsafe wiring, or a damaged frame deserves qualified advice.
